    Iam trying to boot from a usb but its turning on and off idk whats happening??

    What exactly are you trying to do?
    1. Install Windows from a USB?
    2. Install Linux from a USB?
    3. Use a USB to create a live environment?
    4. Mount a virtual drive from a USB?

    What exactly is on the USB stick? Is it an original OEM copy of Windows, is it a system image or is it an ISO?

    And just one last question, what do you mean it is turning off and on? What is turning off and on? If it is your computer then maybe you have serious hardware issues. Also, what do you see on your screen? Do you see the Windows flag or do you see the brand name for your computer?

    Only the windows logo then its restarting again

    That is very good. You do not need to mess with the BIOS. Just use the Microsoft Media Creation Tool and burn yourself an ISO of Windows 10 and insert that into your DVD drive. It should load and you should be good to go.
