I'm having the same problems. A decent workaround, assuming you're going to share them anyway, is to upload them to a service like Imgur that automatically strips away the properties for you.
I, too, have this problem but the workaround to close the COM Surrogate processes always works for me.
As a matter of fact, I don't even have to retry...when the message pops up, I go to Task Manager, close the processes and immediately it proceeds with removing the attributes.

I opened another email account using fake info. I sent the pic to myself using the new account. I also created a new Windows 10 Adm name using generic information. All the pics were clean using generic information. The best I could do in a work a round situation.

I too have this problem. However, I found that if you click "try again" and even though it says the action cant be completed it actually does remove the personal details from the file after you close all the boxes. (take a look after closing the boxes)
It is an error that Microsoft need to address.
