So.... I turned off the pointer trails on my mouse, and it kind of works. I have to click buttons a few times before anything registers.
Any insight as to what might be causing this?

What sort of mouse are you using? - wireless? wired..?
Some users have experienced odd issues with wireless devices in Win 10 that don't seem to have been experienced before.
Have you tried a conventional simple wired mouse?

Thanks dalchina, however I do not believe it is a problem with the mouse, the track pad has the same problem. Things that don't work when I click on them include items in the task bar such as the start button, and the cluster of buttons near the clock and internet buttons. Everything else works like it should. Weird?
Have a look in the control panel (Windows key +X, click control panel), Mouse, Buttons. Make sure click lock is off, and try adjusting the double click speed.
Also Settings, Mouse and touchpad, & under Touchpad, medium delay.
However, reading posts such as this

doesn't exactly create optimism.
My mouse is a wired Logitech M-BJ69 which I've had for years- it was even repaired when I was in China- and works fine, as does my Synaptics touchpad on my 6-year-old laptop.
Rather seems pot luck..
