I noticed that the behavior where folders opened twice appeared after I turned on the Launch folders windows in a separate process option in Folder Options.

Instead, it occurred when I navigated to the desktop in file explorer and double-clicked a folder on the desktop.

I turned it off and it stopped happening (you have to close any open file explorer windows for the change to take effect).

The problem comes back when it is turned on.

Restoring to defaults should fix it for you, because that disables the option. It's strange that it comes back.

Strangely, this does not happen in a virtual machine with the same version of Windows. Actually, on my real computer, double-clicking the folder on the desktop opens it in a new window, regardless of whether the culprit option is turned on or not. I've reset to default the folder options, and it still opens a new window, whether it's one while the option is turned off or two while it is on. The virtual machine opens the folder on the desktop in the same window, with the same folder options set as my real computer.

Here's something else I've noticed. In the two windows that opened erroneously, if you try to replicate the glitch there, it navigates to that folder within the same file explorer window. It doesn't open one or two new windows.

Hi, have you looked at View, Options, Change folder and Search options, and note option "Open each folder in its own window"?

I don't have that selected, but if I do, each folder opens in its own window.

(I've just skimmed this very quickly, so may not be what you need).

Do you happen to have installed Photoshop CC and use the Export As function?
Photoshop CC 2015 Export As Desktop folder bug | Adobe Community

I did, and that solved my problem.
Basically just delete this key using Regedit
    HKEY_CURRENT_USER\SOFTWARE\MICROSOFT\WINDOWS\CURRENTVERSION\EXPLORER\MODULES\NavPane

I had installed it (and used also the Export As function) since 8 months. Never noticed the "deskotp folder" behavior.
Yesterday Adobe CC for some reason wanted me to re-activate my student license. So I did, and the problem showed up.

Btw your post helped me solving this problem, thanks!

And yet another who created an account JUST to say "thank you" -
this "solution" fixed the issue for me also.

However, I have ONE additional point to make:
I have NEVER used any Photoshop applications ?!
