I've uninstalled the system drivers, but it still does the flickering.

To be honest, the flickering didnt happen in windows 8.1 so i dunno for sure if its the gpu drivers at fault since it still does it when i uninstalled the gpu drivers since it loaded the generic microsoft vga drivers.
Also make sure uninstalling drivers completely for Graphics card. I just meant updating system drivers, not uninstalling them or reverting to older ones again, whichever. Any external devices try without them. Doubtful it's a monitor cable, would happen from movement around area PC is in or most of the time. Something is conflicting software or drivers other way is safe mode or clean boot. Told you of possible shell extensions, try Ccleaner and disable all third party extensions and try clean boot.

Alright I did use DDU to uninstall the nvidia drivers, followed by using ccleaner and clean boot. However, the issue still remains.

Matters like this, when do not know cause, need take it step at a time, so far we are determing the graphics drivers are possibly not the fault. Try CCleaner option to disable any context menu extensions and then try it in clean boot state see how it runs, as in clean boot might run a bit unstable.

Disable any context menu extensions? How can I disable that in CCleaner? I'll try running clean boot again if you can tell how to do that in ccleaner. :)

Ah okay. I go to the contex menu on the startup tab in ccleaner and disabled 3 items. Right now, im using clean boot followed in the link you showed me. During this, I go to the event viewer and clicked on start menu to see it stops the flickering. However, it still does the flicker. My sincere apologies if I bother you for this.

Never have to apologize here for that, not a bother, i volunteer my help where i can here to help others.
Remember in safe mode i believe you said were unable to click the start menu, but clean boot you were. Nothing else is plugged in except keyboard and mouse ? Still wondering what that error message you were getting at shutdown was.

At this point not positive of having you do a refresh (loose third party software installed), even a reset same as clean install or even doing a clean install may solve it, but not positive.

Try system file checker and DISM

At Admin command Prompt copy and paste this and press enter, let it finish
    sfc /scannow

Same open command prompt, copy and paste this and press enter, let it finish
    Dism /Online /Cleanup-Image /RestoreHealth

Reboot, try system, may have to do these commands few times and reboot also. Again only for fixing corruption in system files.

Yes, I was unable to click the start menu in safe mode but in clean boot, i can click the start menu. All that is plugged was my keyboard, mouse, wireless mouse receiver, and my headphones.

As for the error message, it occurs at shutdown. Because once I clicked shutdown at start menu, it does the error message sound while it says shutting down. I saw the message but i couldn't see what it was since it transitioned to shutting down screen.

What is the difference between refresh, reset, or clean install?

As for the sfc, I did that and it didnt find any violent integrations. However, the flicker is still present

Bad news is I really screwed up ininstalling chipset drivers and intel me. As a result, intel me failed to start when i tried to start in the services panel. Tried uninstalling and installing through control panel, no dice.

Listed here as Intel inf and intel management Engine this where you downloaded from http://www.asrock.com/mb/Intel/Fatal1ty%20Z97X%20Killer/?cat=Download&os=Win1064

Worth a try with SFC. This the Graphics driver you reinstalled again http://www.nvidia.com/download/driverResults.aspx/90500/en-us

Unless i can find what else to check for a solution, how set on you staying with Windows 10, besides the issue? What was date did you install the Windows 10 upgrade over 8.1 ?
