PC keeps freezing and making a weird noise every 30 minutes

My PC will freeze for 5 seconds or so around every 30 minutes. When the freeze happens, a weird gear-like noise comes from the actual PC. It almost sounds like a part is restarting, my speculation is one of the fans. I've had this issue in the past and i fixed it somehow but i cant remember what I do or if I actually fixed or it fixed its self. All I know is this issue stopped for a long time but came back recently after I factory reset the PC.

Does anyone else have this issue or know of a possible fix? Could it just be as easy as cleaning the PC?

Hi, you said you've solved this before.

Once it happens, go to: Event Viewer
and look in these sections at that exact time that it happens on. Maybe you will see something that you recognize. If not, take a screenshot of the events at that exact time it happens, and post them here, maybe we can find something that's causing that:

Please fill out the My Computer section of your Profile on this forum so we don't have to ask.
What is the Make and Model # of your motherboard or computer?
If this is a desktop PC, Open the side up and try to isolate where the sound is coming from, if it's a fan or if it's coming from the HDD?
If the later, the drive may need to replaced. The same with a fan, if that is it, it would need to be replaced.

I doubt a fan problem can cause the freezes, but the gfx card might be getting some periodic extra work that involves accelerating the fan. It could involve the PSU fan too. I've understood that the freezes are temporary and last seconds, like if Windows or some app needs time for something, but this alone wouldn't imply any noise.

I have floppy and optical drives that do noises, normal ones. The floppy drive sometimes does as if it were accessing a floppy that normally isn't inserted. I don't have a catalog of things that produce this, but it's frequently related to data or drives search. Probably optical drives never do noises not associated to an intended use of them, except at boot up.

Storage could well cause the freezes, but SSDs are 100% silent under any circumstance afaik, and with HDDs I have zero experience about weird noises. But if you have HDD(s) I suggest going to Control Panel -> Power options -> Change advanced power settings and check the items under "Hard Disk". I only have one, "Turn off hard disk after" -> Setting (minutes) and a box with a number. "0" here means that the hard disk never turns off, many say this is the best setting. Do you have "30" here?

    Update

I've completed the my computer specs profile section. In terms of checking event viewer, this is the only event i've seen happen at this same time:

Special privileges assigned to new logon.

    Subject:
    Security ID: SYSTEM
    Account Name: SYSTEM
    Account Domain: NT AUTHORITY
    Logon ID: 0x3E7

    Privileges: SeAssignPrimaryTokenPrivilege
    SeTcbPrivilege
    SeSecurityPrivilege
    SeTakeOwnershipPrivilege
    SeLoadDriverPrivilege
    SeBackupPrivilege
    SeRestorePrivilege
    SeDebugPrivilege
    SeAuditPrivilege
    SeSystemEnvironmentPrivilege
    SeImpersonatePrivilege
    SeDelegateSessionUserImpersonatePrivilege

I'm not sure if this has anything to do with the freezing and noise.

I also checked power settings and I have "turn off hard disk after" set to 20 minutes. The only reason i thought of the fan is because its a grinding noise that my fans usually make when i power on the PC while they start spinning.

Use OpenHardwareMonitor to see your temperatures
Extract to C:\Program Files (x86)\HardwareMonitor and run OpenHardwareMonitor.exe
Under options you can set to start with Windows and what to show on the gadget and on the tray. Very good.
