The "manifest files "are vital to your system and running dism and sfc,in that order, should have solved the problem.
Does the problem still exist ?
If so,then what does Reliability History now show ?

I just remembered something, there was or still is a program installed by a prankster that no matter what button you push it will ask if you want to delete the file. anyone else got to your computer?

Just faulty hardware. Replace the keyboard and pointing device. Not a virus.
Use the On Screen Keyboard go to Search and type OSK. If the behavior doesn't happen with the OSK than it is an issue with your Blue Tooth Keyboard.
Replace the batteries on the Blue Tooth keyboard and Mouse.
Replace with a Wired Keyboard and Mouse for troubleshooting steps.

I use Sophos, Malwarebytes, and Windows Defender. I sincerely doubt this is a virus. Sophos scans daily. I also just did an extra scan this morning.
You may be right, but still, that's a false sense of security. No antimalware software is absolute.

Boot into a Linux distro and run that for a while. Should tell you whether it's hardware related or installation (OS and/or software) based
