I know that you want to use Explorer but it really is pretty useless as an image browser. There are a ton of alternatives including the already mentioned XnView MP portable.
Another one I've used before allows the user where to store thumbnail cache. See options> thumbview cache.

If that's what you understood by the suggestion in this thread to create a new user account then it's not supposed to mean install W10.
It meant create a new user account for testing like in Option Three here:
Add Local Account or Microsoft Account in Windows 10
If it works and thumbnails show up you can delete the account after testing.

Okay well I tried your image on another machine with default app snip and sketch and got thumbnails,
I tried on yet another machine running an old version of windows Version 10.0.14393 Build 14393 and don't get thumbnails.
But we are talking about speed here. How fast we could get the images out. We use Camera Raw ( Photoshop ) and Light-Room ( I use 6 ) to develop the images, while making minor edits. Then usually use a program like Photoshop, and finalize with a dedicated retouching program. However it depends on which image we are talking about and that use of it.
In press photography one of the photographers beside me was literally using an Apple iOS machine to choose the images that
was good and send them to the client.
During that process she open what look like Camera-RAW ( or lightroom ) on Apple iOS ( A late gen model that was big ).
MAC is much better on image handling it always has been. On several threads about this thumbnail issue, people were saying enough is enough, MS won't fix the issue so moving to Mac.
I only use File explorer for a quick scan through to find an image ....... for image work I use Adobe Lightroom, its juts that this is a huge programme and overkill if you just want to find a file to add to an email for example.
I am a Graphic Design major ( who also studied Computer Programming, some theater and actually worked in photography, still a student ). Macs always will be, was, and is/ are lemons. They are snake oil. Yes I will admit they make nice hardware ( like Nintendo ), but the hardware is over-priced, and is limited by the OS that is being used. Right now I am using an Apple Display and is my best display. To get the same quality I have to burn money on a SONY display which is far more expensive.
You could do the same bs with an Android Tablet, with more or less the same specs. The problem is the client.
Clients = pigeons, suckers, people you get your money from, customer, people that are lied to no matter what to get a sale.
The clients has been duped into the Apple system. Back in the later OS9 days Apple had free web-hosting, photo-hosting, and so much more for free that was simple and easy to manage. Then when OSX PPC came out they had video-chat, and so forth. During this time and this time alone Apple was king.

The truth is under the hood. Apple disagrees with "Right to repair", Apple wants you in a subscription. Apple expects you to get a giant hard-drive just to house their giant sized system. They literally install Time-bombs ( Chrono/ Cron ), and other crap that prevents you from using older software and hardware out of the box. From the censors that requires you to have specific commands to get by and into the horror show that was the intel era.

Apple is crap and the proof is that when Adobe made CS4 we had the Video-editor was not able to install unless you was using a Windows machine. CS4 had everything but the video-editor.
In fact Final Cut Pro is made by the same person who made Adobe Premiere pro. But the difference is that Final Cut comes with all the special effects pre-installed ( or download ) while Premiere pro you have to know what you are doing. THESE TWO PROGRAMS WAS MADE BY THE SAME PERSON.
In terms of photography again yes the displays are good. Your Windows 10, 7, or even XP, and even 9x can use Adobe colors,
but most people are not using the extended range. In order for you to make use of the extended range you need to have ample space.
Right now side by side, The Windows machine properly with Memory, configuration, will out the Apple in Media, or whatever properties. It is useless to even invest in any Apple product in this day and age unless your some yuppie-scum
who can not figure out Linux, or can not figure out Windows. Apple is built with one idea.
Make things super simple for non computer savy people.
Make things usable for those who actually understand command-line, and programming.
Windows does this in between.
Linux you must use command-line at some point.

As a photographer you will end up working with a client ( who has no idea and does not respect the craft at all ) and just wants something to be sent to them as soon as possible ( they will be rude, catty, and are confusing at time. Sometimes you have two people ( a photographer who brings along a person to retouch/develop things on site ).
I am not saying you "have to use Apple crap". I am saying I see people use Apple crap. You want to do same thing with android, then you have to be picky about the hardware. Honestly I could do same with my labtop. Again this is somebody

Then there is also about being paid as well.
This is only one aspect and does not represent the entire spectrum of photography or any media usage of any computer system
