    What does Windows mean by "Modified" ?


    R-Click filename - Properties shows e,g.

    Created: Thursday, 11 August 2022, 8:37:03 PM
    Modified: Wednesday, 3 March 2004, 6:46:24 PM
    Accessed: Today, 12 November 2023, 2:55:37 PM

    How can it be modified before its created ?

    Modified refers to changes in the actual file.
    Created refers to when it was placed, where ever it's located.

    Here's a simple example:

    You extract files from an archive (ZIP, RAR, etc.) that's a few years old. The newly extracted files are Created on your PC just now, but keep the Last Modified timestamps as captured from the original source.

    Which explains the 19 year difference.
