Is it possible to set up Group Policy Management Console in Win 10?

Just as the title says.

I'm creating an organizational unit for a set of computers at work, controlled by Group Policy. Basically, I'm using a Windows 11 PC which is a dumb terminal to communicate with our server to make Group Policy modifications. The problem is that I don't have the necessary templates installed.

My work computer is a Windows 10 PC. It's in a different location and I'm not able to RDP into it from the station I use to set policies. I basically would like to look at available group policies and options on my regular computer, first, since I can actually install templates on it. Local Group Policy (GPEDIT.msc) is not an exact listing of what's available through GPMC.

Can it be installed on Window 10? If so, what steps can I take to actually get it to work?

I actually was able to install it, but that's as far as I got, so it currently does nothing and is completely blank.

Pro, Enterprise, Server have GPO. Using a Windows 11 workstation is not a "Dumb Terminal", it is SOP.

If these work computers on your network are part of a Domain, you can create the policies in Active Directory and not Group Policy Editor.

That is correct, I want to look at Group Policy Management Console on my Windows 10 workstation, not Local Group Policy Editor. I'm not looking at actually seeing results, just looking into which Group Policies actually carry over to GPMC vs GPEDIT (or Local Group Policy). I've taken a lot of group policies mentioned in tutorials in this form and elevenforum, granted each tutorial does explicitly state Local Group Policy Editor, not Group Policy Management Console. Not all policies are accessible in both. Plus, it's good practice for me to lookup where to put special items, like installation files, start up scripts and so forth.

Unfortunately, doing a Hyper-V of Windows Server 2019 is out of the question, much less adding a Hyper-V Client (such as Windows 10 or 11). My workstation at work only has 8 GB of RAM., and I need 4 GB for each Hyper-V. I've tried using the C:\ drive for additional RAM but that doesn't seem to work very well.

GPMC can be installed on Pro or Enterprise platforms, as part of the optional RSAT: Group Policy Management feature on demand. I presume this workstation is part of the domain, so you can browse policies.
