I don't know the technical details, but in practice no one can do a credit check for a car loan, mortgage, or even a credit card if the account is frozen. That includes you, as the owner of the account. The benefit is that an identity thief can't get a loan or a credit card, because their "application" won't be approved without that account info.

In the credit reporting agencies I listed they have a button to turn it off and on at will. I keep it on and when I need to apply for credit or need it unfrozen for a credit check I turn it off. You have to wait at least 45 minutes to an hour to make sure it's unfrozen. This applies to ALL THREE credit reporting agencies. Each one has to be frozen or unfrozen individually.
Freezing your credit report may also stop some credit mail offers you get in the mail, which may or may not be beneficial to you...
