Unfortunately, I was unable to open WinSpy after I downloaded it as I don't have an app associated with the file, apparently. THanks anyway.
    Curt,

Your symptom makes me think your download failed partway through i.e. the download did not complete.

I've just downloaded it again to see if their site was working and everything was fine.
It downloads as a zipped file [WinSpy-1.0.3.7z] that you extract in order to use it.

Extract it using WinZip/7Zip/similar or Windows 10 built-in capabilities.

Somehow, I have managed to get rid of it. I started to download Zero Install, but it seemed to be downloading something called Deepl, which I hadn't heard of, so I cancelled the download. Then I looked in my apps and found that I did have Deepl installed already. I found it was a translation app I didn't know I had. Since it seemed to be associated with Zero Install I thought I'd uninstall it, but I found I couldn't. So I thought I'd search for Deepl in File Explorer and the result produced a lot of hits. I noticed that one of them was an exe file and the path contained 0install, so I deleted it. I now find that the "The system cannot find the file specified" dialog box no longer appears. So the problem seems to be solved, but I don't know how. Thanks again to all for your help

I would guess you have quite a few leftovers from something which may or may not be partly uninstalled.

In this video, i will show you how to use Process Explorer to identify windows or message boxes that appear without any obvious indicator of what program they're from.
