It's called "News and interests". If you right-click the Taskbar, News and interests comes up as an entry which, if followed further, includes a "Turn off" option. Exercise that option and it's gone. No big deal.

It's there to determine who you are, especially politically. When a major election rises you'll see candidates from your party rarely or presented with a slightly negative tone. You'll also see candidates you oppose presented in a mildly good light. That is: the way they make Windows free is buy selling subliminal influence.
Don't worry. Apple and Google do it too.
