Video playback makes windows drop in quality Unsolved

Hi, I've been struggling to find a solution on my own as I can't even find what the problem is. Whenever I play any sort of video, my screen goes black and it drops in quality. I'm running at 4k and when this happens everything says it is still running at 4k. Everything including text becomes fuzzier. The only way to "fix" it temporarily is to reset the drivers or change the resolution on nvidia control panel and then back. However that wont fix it as playing any video sets it back again. I can do everything including playing games fine, but anything to do with video like youtube, netflix, media player classic, turns it into the fuzzy mode. The fix of changing resolution or resetting driver crashes the video so I can't even manually do it every time to watch videos. Because technically windows says it is the same resolution, I can't get screenshots as they appear fine when doing the "fix".

Its very hard to capture it as the images make it look like its not noticeable, but it almost feels like the quality drops down to 720p

    Things Ive tried:

Updating drivers, changing settings on display, turning hdr on/off, changing hdmi cable, custom profile with "Custom Resolution Utility" by ToastyX.

Nothing is helping and I'm losing my mind when trying to watch videos. Any help is greatly appreciated.

    specs:

    r9 5900x
    rtx 3070
    32gb ddr4
    Windows 10 21H1 19043.1165

    Maybe relevant info:

Happens randomly on youtube, Guaranteed on Netflix, and only when going into fullscreen for media player classic.

Go into nvidea's control panel and on the left you should have three [3] options---
    3d settings
    display
    video
You will need to have an excess of patience to go through each one and try different settings. From memory and do not quote me,in 3d look at "power management mode" and try "prefer maximum performance"
Whilst there, change "texture filtering quality" to "high performance."
    All changes are reversible.
See if Reliability History has any entries covering the problem,if so,lines 1& 2 in ---view tech details---might help.
Task Manager in the Processes section may have information as to the cause of degraded performance.
In the search box, type ---dxdiag---check all pages, note the driver version in the Display page.Only download that or later version if available, then install it via Display Adapter in Device Manager.
    Can't think of anymore suggestions.

    Thanks!
I originally did some of these but I skipped things that I believed were irrelevant. However I decided to go ahead and try this and I believe the problem might be fixed. On the Nvidia control panel > Display >Adjust desktop color settings > Apply color enhancements, there is a setting at the very bottom "Content type reported to display", by default it is set to auto. When I changed it to "Desktop programs" it seemed to fix it self. Changing it to "Full-screen videos" changes it to that blurry mess. So I believe that may have been the culprit. In the past I assumed it was fixed with a driver update but it came back after a few days.
I really hope this is the solution.
