Amending the firewall details won't make a blind bit of difference, the only way to >> Partially<<< stop the transfer of data is to go to the privacy settings you have on your MS login account, or use a local account which then reduce your MS privalidges its called catch 22, your stuck between a rock and a hard place.

Because the store is not MS exclusive, anyone can right an APP, and along as MS agrees to its authentication then its open to anyone.

You can still to choose to which IPs each app can connect. Allowing MS login IPs will not do much.
I use the Program DoNotSpy10 or another Program called Destroy Windows spying. Both stop the most communication to Microsoft.

You can can just allow the whole domain, they are used for updates/downloads only, 3rd party provider.
Most users do not care about privacy, otherwise they would not buy smartphones or use google.
And it is not really that hard to setup, it just sounds complicated. I used a configuration like that.

What you have to remember is that most users just go with whats given to them.
They just want a system that works, regardless of the limitations
