I don't want to touch anything inside the laptop. Pressing ESC/F1-12 keys still don't work. Disabling fast boot didn't work. Windows To Go is something else than booting from usb and installing windows.

Hp's website said use F10 to enter BIOS setup. My family members had 2 HP DV6 laptops and I remember using F10. Power on and immediately start tapping F10 until BIOS setup is displayed. Entering the BIOS can be finicky at times so if you cant get in then try just installing the OS that came on that PC. If that PC came with Windows 7 then you can install Windows 7. Your current BIOS is made to support the original OS not Windows 10. IF you have a copy of 7 then install that. At least then you would be able to get into your bios and change the UEFI back to legacy. If it were me I would just remove the HDD but you mentioned that is not something you feel comfortable doing.
You do not need to activate Windows 7 or whatever the original OS was. You just need to get the machine stable so you can correct the BIOS settings.
To get Windows 10 working on that laptop you will have to update the BIOS to the new one that supports Windows 10. The black screen is another issue which may or may not be related to the UEFI.
Edit: Windows 10 would probably work in legacy BIOS, not sure though.

@Famazed - This is really frustrating. Correct me if I am wrong but you appear to be dismissing suggestions & ideas without actually trying them. It's kind of why I never posted back again yesterday. Please accept my apologies if my assumptions are incorrect as no offence is intended.

Anyhow, 24 hours ago, straight after the idea was offered by halasz, I used my Win10 test rig to check if "Windows to Go" start up options still work properly on the new Windows 10. I used option #1 from the tutorial. I can confirm it works. I could boot straight into my Windows USB installation disk without either having to enter the BIOS or access the UEFI firmware via the Win10 Advanced Startup Option screen (troubleshooting)
I just entered the command line into the Run box, clicked Apply and rebooted. The system bypassed the HDD and proceeded to commence Windows installation via my USB stick. Before that I had double-checked and confirmed that ordinarily the USB does not boot before HDD
It is a great little tool, a great suggestion and a great post by halasz! It does not mean it is guaranteed to work on your hardware, but at the very least, it is worth an attempt. You cannot lose anything by trying. Indeed, you can only gain!
Please. You have to try the suggestions. Don't just have think about it and then decide no. Try it and see. Then, and only then, can you know whether or not something will actually work

I might be wrong, but doesnt Windows To Go load the OS from the USB without installing it, allowing you to boot to windows in minutes?
Also I havent really dismissed any suggestions. I dont want to touch anything inside the laptop. Also, the first time I upgraded to win 10, I believe that I had UEFI Firmware Settings under advanced options. Windows 10 wasnt running good, so I decided to go back to win 7 (I had deleted windows.old folder, bad decision). I lended a win 7 oem disc from my friend. I could install it directly from desktop.( Unlike win 8.1 that im trying to install) A week later I decided to clean install windows 10. After installing it again it didnt have uefi firmware settings option. My friend wont lend me the disc again. So yeah, here I am right now, with a broken OS.
Also, the black screen that I mentioned earlier is AMDs fault, currently no fix for that.
Forgot to add that I wont be home tomorrow, so I wont be able to try any of those suggestions until Monday

BIOS settings have returned to normal
I just went through the same thing. The answer is to let the computer boot right into Win 10 and shut it down differently. Windows 10 does not 'really' do a complete shutdown and it is ready for an instant reboot. In order to get my laptop bios reuseable again I did this.
Let computer go into Win 10 and then get to the power button. HOLD THE SHIFT KEY and don't let go. Now click on SHUTDOWN while the shift key is pressed.
Then, reboot pressing the correct BIOS key, at this point my laptop screeched at me and I figured I was toast. But when I let go of my F2 (Toshiba) key much to my surprise, I was looking right at the BIOS settings. My laptop was set to use the CD/DVD drive as the first boot but unless you do the shift/power off within windows, it does not work. I am reinstalling as I type.

I can only say again. I tested it and it worked. Computer booted straight into my USB Windows installation disk.
