Regarding the repair install problem, there was a fix posted for that, and MS released an upgrade to resolve that problem. That you can't run it is most likely to be because of a 20H2 bug. See e.g.

That said, your problem appears to be with one particular user profile. Given that, it is very unlikely an in-place upgrade repair install would fix it.
Run the .reg file first, then in-place-upgrade work with those options ungreyed: Repair Install Windows 10 with an In-place Upgrade

So I created a new account with a working start menu, but I absolutely dreaded the thought of setting up the new profile and getting all my apps/programs running and configured (it probably would have taken me a few days of stressful work). So in the end I took a wild stab and uninstalled the 20H2 update from programs and features...and guess what? I now have my stat menu back!
I think I will put off installing that update for a while...I'm guessing there will be fixes and patches added to any future updates. I really should have known better and left the update well alone, I usually run my machine a few months behind any big feature updates just in case there are any bugs.
