My Motherboard does not have a on board GPU chipset. The Bios has not been updated by ASUS for this mobo since July 2014. This board stores a backup of its Bios software and is loaded by pushing a button on the board. I don't have a back up PC to load up it's Bios externally. It is that in between thing with Apple. I am on my iPhone right now.

The Formula-Z of the FX era, is a later motherboard, IIRC. Do you want a motherboard replacement?
Because you will need to get totally different RAM for anything considered recent!

IIRC, you have the last upscale platform from AMD to use DDR3.
    Would you want a replacement Crosshair V Formula-Z or would a Sabertooth 990FX R 2.0 (or R 3.0) do?

    For Ryzen=You 120-percent require DDR4!

I am going to upgrade to an AM4 platform, I recently lost the pump on my Corsair AIO liquid cooler and found I could no longer get a replacement for an AM3 socket. Plus there are all of the other upgrades. It will be an ASUS ROG ATX mobo just not sure which one yet.

If the splash screen is the only one you get,are any keys available,e.g. Delete?
If not, then you can try booting from the motherboard only.
To do this, disconnect all peripherals except the wired keyboard, remove the RAM ,sound card and other non needed equipment and see if it will boot to a usable bios screen.
Should the problem still occur, then the PSU could be faulty.First check the wall outlet by plugging in a lamp, making sure the connection is normal.
Then check the power lead to the PSU,a suitable replacement is the Monitor lead. The fans attached to the mobo and CPU should operate,if not,the PSU is probably the culprit.
You mentioned faults over an extended period, did you check with e.g. Reliability History to see if there were any reports?

I have a Corsair HXi HX1200i,Platinum PSU that is in proper working order I have a test instrument to check it. The wired Keyboard and mouse are powered up but are not working. The F1 command from the setup screen does not work. I have not removed the RAM. I have had my suspicions about this motherboard for quiet sometime. It did not like the AMD 9590, very picky about DDR3 RAM. It worked well enough to keep it out of the recycle bin. I know one thing no more AIO's Back to air cooling.

I suspect the 9590 (not the motherboard) is faulty. Possibly a cluster of faulty 9590s, as my buddy, back in 2014, reportedly had his returned, IIRC. And then around that time, I thought I saw people reporting their 9590s being unstable at stock!

Not sure where you got that idea.

The AM3 and AM4 motherboards use the same CPU heatsink mount.

I have a couple of Cosair AIO coolers, and they both use the motherboard's AM4 mounts.

Some of the older AIOs (H100 GTX, for example) didn't use the original AMD mounting scheme, and needed a special adapter for use with AM4 boards. The newer coolers use a couple of hooks that engage the stock mounting points. Getting them positioned properly is a little tricky, but it doesn't require superhuman skill.

If you replace the motherboard, CPU, and RAM, I hope that you enjoy the change. At least, you'll be getting rid of that beastly 220W TDP FX 9590.

As regards Asus motherboards, I'm happy with my X570 one from the TUF series. (See "My Computers".) I have a Crosshair VII Hero (X470) in my second system, and found that I didn't need all the bells and whistles when I upgraded to an X570 board. (Maybe if I was a serious overclocker...)

I replaced the 9590 once early on the replacement checked out OK but still
was weird. I finally found out it was a clocking issue with this motherboard. I tried to adjusting but it didn't work very well Replaced
it with an 8350 and that fixed that problem.

Have you taken everything off the motherboard, cleaned all the sockets with compressed air, reinstall everything? RAM, graphics cards, you've obviously done drives, USB connectors, and the CPU?

I am a ham radio operator and I have used Caig Deoxit produces for decades. On this PC I use Caig Pro-Gold which is specifically formulated for gold contact surfaces. It works extremely well. Gold does not tarnish but it can collect a surface coating Pro-Gold cleans this and incorporates a lubricant to help in seating cards.

The one thing I was going to do and didn't was to get a ASUS Zenbook laptop. I presently have only the PC Windows computer. It would be a help right now to have another Windows machine.
