Well, people are seriously confused these days between:
software, program, app and application.
Take for example:
"I downloaded 3 softwares yesterday." Ouch! People even ask if 'software' has a plural. It's typically a foreign language mistake, but is being adopted by exposure by some naive English speakers who were never taught about the difference between collective and concrete nouns.
Apps and applications are all software. And they are all programs.
Is the difference between apps and applications important? Actually- and perhaps unfortunately yes, as 'apps' or 'an app' is used in MS technical documents quite specifically. According to an article I read recently, that is.
To answer the question:
You need a program- which might be an app- or an application- to look at the contents of a folder and to manipulate the folder. You could can even find the files comprising the program you're using to examine a folder inside that folder. Clear?
