    SOLUTION: Go to C:\Users\YourUser\AppData\Local\Microsoft\Windows, and rename UsrClass.dat to UsrClass.dat.old, and restart your computer.
    If it doesn't work, you can create another admin account and make the same thing with your second account.

    Remember that this process will delete all your windows apps. To restore them, all you need to do is type this command in an Admin Powershell:

    Get-AppXPackage | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register
    "$($_.InstallLocation)\AppXManifest.xml"}

    This worked fine for me, hope it works for you too :)
    Thanks for the post, and glad it got fixed for you. My start menu still does exactly nothing after trying this no matter how long I wait, but atleast the new user works perfectly (Win+E is instant like it should be, and start menu opens the moment I press it). Seems like the theory that the user account gets corrupted is correct, instead of it being the windows files. Having to create a new user every other week after it gets corrupted is still pretty damn annoying though Damn, was really hoping for this to work! Is there any other fix out there, or are we just going to have to wait for microsoft to sort it out? Having some dreadfully slow windows functions and some that do not even work at all can get frustrating after a while..

    There are some solutions related to Powershell scripts.
    I saw one guy that got the menu fixed, by changing theme to one of the Contrasts Theme, and then reverting it to the original.
