No, it remains a design feature just to irritate everyone. Hopefully it may be fixed on Aug 2nd?
I have the problem on both PCs. Having researched the problem, it appears to be a bug on some systems using scaling other than 100%. My icons shift to the left if I switch accounts but are OK if I log out before logging in to another account.
You may have found the answer to this problem. I have 2 systems running W10. The first has had W10 since the first previews. It has never had a problem with the desktop icons. It also was an upgrade from Win 8.1. The second machine is pretty new ( I just built it). But it has the display scaling set at 125% and it has the Icon scramble problem. I will have to test this. I also have an issue with windows shrinking. It makes no difference whether they are inactive or minimized. If you don't use the app for some period of time, when you run the app or maximize it, its a little square in the upper left hand corner. ??
Thanks, there have been some anomalies when scaling is greater than 100% ... so I'll amend my comment:

I read the thread as icons keep rearranging - not icons shift left. To me, the first one says
Hey, I put my Desktop icons here and there, but Windows reorders them alphabetically or aligns them to grid
Shifting left says to me Windows uses the wrong metrics / incorrectly spaces the icons
Thanks for the clarification - hopefully Build 1607 will fix that.
You might ask on the Insider sub-forum if someone is willing to test your scenario - we're getting close to the release date and the Insider build should be very very close to what comes out on 2 August.
That was a good suggestion, but its not the problem. Since I can't reproduce the issue on demand, I have to wait to see if it happens. Well yesterday after mucking around 1/2 the day with the latest update, It finally did fail on a restart in the afternoon. All in Alphabetical sequence top to bottom on the left. Maybe it has to do with the PRO version ? My laptop (Home version), has never had this problem. The desktop gets it at least once a day.
Oh well I guess I'll keep searching.
I may have circumvented this problem. About 3 days ago I fired up another DeskTop and then proceeded to forget that I even did that. The system has been re-booted a dozen times since then and I noticed that Windows on restart or re-boot opens up that other desktop. Well since then I have not had the issue of windows reorganizing my desktop icons.
I'm going to let it go another week and see what happens.
