Windows 10 randomly hangs at shutdown or reboots

The hanging occurs after everything is closed. Even in the event manager, I can see "Operating System was stopped at xx:xx". When the hangs occurs, the screen is black with no signal, the CPU fan starts to spin faster and faster, meaning the CPU seems to be at 100%.

This only started happening on my new build that I've made 2 years ago, a Threadripper 1950x with Asus Prime X399. At one point I replaced my graphic card thinking that I could have a messed-up driver, but the issue remains. I also performed a fresh Win10 install last year and tried to see when I would get the freezing again while installing drivers and applications. The issue seems to have started when I installed the AMD driver for my graphic card (RX-580 MSI).

I also tried to install the motherboard drivers, but that didn't help.

As I said, the issue is random, it's not always happening. I'm out of ideas.

Does your Reliability History indicate a"Timeout Detection and Recovery"[TDR] situation?Freezing is often caused by the display adapter and a solution to it is to uninstall/re-install the driver, using Display Driver Uninstaller in safe mode.
In the search box, type in---dxdiag---and note the driver version used, download it or later from the maker's site only ,whilst in dxdiag, check the display page for any entries.

I was able to find the culprit after issues upgrading to 20H2. It's my PCIe voice modem. The Conexant 2009 driver was made for Vista. Even if the driver is not giving any issue while using it, it is causing the PC to hangs when shutting down or rebooting.

I removed it and plugged back my USB Zoom voice modem which has a 2008 Microsoft driver and is working just fine. I stopped using it because it stops working after a few days and I have to unplug and plug it back.

I did some shopping and could not find any up to date PCIe voice modem. I can only find data only modems. I could try another USB modem, there are a few ones available.
