Windows 10 Logon screen flashing/busy.

    Press ctrl+alt+del for a 10 sec and it will stop...worked for me

    Here is the tricky solution. Try once and let me know if it works or not.

    Remove your adapter while the screen is flashing and wait for 2 to 3 second. For me it is working every time.

    I got exactly same error on my old laptop with windows 10 after update. taking out power cable worked and then I realized that this is issue appears if you have in laptop dedicated video card. In my case i have amd radeon card and laptop was trying to start it from beginning, after unplugin power source laptop switched to integrated graphic( default driver setup) So I changed in graphic driver settings to always use integrated card whatever pluged to power source or not laptop and now it starting up without blinking screen.

If I can get to a command prompt, I'll be fine -- I can just do what the guy above said and cripple the Dell bloatware that's causing this.
    Hold the SHIFT key when clicking power etc from the start menu and it'll ask you what you want to do from a long list of options 'safe mode with networking' etc.
