Try creating a new user account to determine the scope of the issue.
If you cannot access the options on the new account, try this:
Open an elevated Command Prompt (right click, Run as administrator)
Enter the following command
Dism /Online /Cleanup-Image /RestoreHealth
Post if there are any errors on the screen after it runs.

If it's activated, all that should be accessible. Try rebooting. And try what slartybart said.
khronosangel's response should work. Sometimes things just get screwed up and you need to start on a clean slate.
I hate to say this but I know of at least 2 other threads about a week old, one being mine with the same problem. No solutions have been presented yet except to make a new user account and copy your files over.
Not a very attractive option for me as I would potentially loose 150 or so graphic libraries that I cant afford to repurchase for DAZ studio as I cant figure out how to move them and let the program see the new location as their own installer takes care of all that.
I have learned to work around it not finding anything else "broken" but once in a while I get an audio notification that goes off seemingly random that even process monitor does not want to identify. Thankfully the last few days its only been once or twice, right after I upgraded it was about every 3 or 5 minutes.
