You are correct F2 does access BIOS. Maybe I am wrong but I thought BIOS allowed me to access SAFE MODE and SAFE MODE WITH NETWORKING.
I did not see either of these in my BIOS. Any idea how I can find those items in Windows 10 ?
    It wasn't a BIOS function.

In older versions of Windows, F8 allowed you to choose to boot in safe mode. I don't recall the last Windows version that supported it, but it was gone in 8. Microsoft didn't bring it back in 10.

I believe that one of the ways of getting into safe mode is to do an abnormal shutdown (hold the power button down until the machine shuts down). You may have to do that several times until it gives you the option. (Haven't done that yet myself in 10.)

Using F* to enter Safe Mode worked reasonably well on older systems. But many newer computers boot so quickly that there was little opportunity to press it. So other options were developed. This article explains how they work:

The BIOS and OS are separate entities and neither has any real knowledge of the other. The BIOS knows nothing of Safe Mode.
