    Hi there, first post. I registered because 1.) I solved my particular issue with rearranging icons and 2.) it's been a hella transition from Win7 and this forum has been an immense help in coming to terms with Win10, so 3.) I thought I could contribute in return.

    In my situation, the icons rearranged when I use Custom Scaling, especially the one set in the Advanced scaling settings section. I solved my issue by unticking the option Let Windows try to fix apps so they're not blurry.

    I observed that when custom scaling is set, some resizing happens before during login just before the desktop shows up. I thought that how Win10 adjusts the available canvas that resets the icons. There weren't any other control I could experiment within the custom scaling except the 'blurry fix', so I thought to give it a go and was pretty pleased it actually worked.

    Didn't work, have tried a lot of solutions and still these icons move about after a restart. Is MS even working on finding why this is doing it? I have the three 'ticks' "View - auto, View - align, & Show - desktop (icons). Surely there is a common denominator to 'reset'? My next attempt is to look for a corrupt windows file with sfc, dism scanhealth, dism restore health, sfc (again), and finally a chkdsk.

    Will see if this fixes it but am sure when it first started moving them all around I tried this. I'll post back (hope it is a corrupt file, nothing new has been added ie programs).

    I don't think it's an MS issue. For me choosing the wrong settings below causes the problem. I just tested again by changing a few of the settings and sure enough icons went haywire. Undid the changes and rebooted and all is well.

    The only thing is that I cannot suggest what the correct settings should be. Also in the past I've installed third party software which has changed screen resolution or some other display settings when launched resulting in the same problem. So i don't use those types of softwares.

    Hadn't installed anything, only installed MS win updates. Between .net, A/V (windows Security) and Windows update updates, that is all. I do not think it is anything else BUT MS provided software.

    An answer to your note, no cure yet. Got inturrupted in my attampt and hadn't gotten back to trying to fix it. Wouldn't surprise me one bit that this 'bug' is meant to annoy so that older systems are turned over to newer hardware/Win 11.....

    It's likely that you just need to change a few settings. I can't tell you how to set your display or icon sizes. It seems that default settings and maybe any graphics control panel might be suspect here on a fresh install.

    I BELIEVE IT MAY BE 'SOLVED' here on my end... :)

    A little HISTORY. Since the days of Windows-95 (and I believe I am about as correct as I can remember, but it has been so long...), I have used the 'right click' on desktop THEN 'View' THEN checked 'Auto arrange icons' THEN checked 'Align icons to grid' & finally checked 'Show desktop icons'. With these three checked under 'View' my icons never had a problem of moving around helter-skelter. I cannot pin down exactly when (recently) they started this, but it had been driving me crazy trying to nail down what was causing it (notice I said 'was'?) ...

    :) I 'UN-TICKED' 'Auto arrange icons' & 'Align icons to grid', and since then they are staying right where I put them and hasn't rearranged themselves since. I did this a few days ago and since then quite a few systems restarts and shutdown/startups with no rearranging of my desktop. Again, I am happy to leave those two items under 'view' unchecked, as long as it keeps my icons where I want them. HAPPY HAPPY JOY JOY! :)
