I did the power and sleep and changed the setting around but its a no go it didnt work my computer would be on all the time also tried putting it to sleep and that didnt work either

Sometimes a usb device will cause this issue, try unplugging any to see if that corrects it. Also right click on the Start menu and click on Device Manager to see if you have the latest device drivers.
I tried unplugging the mouse guess I will unplug everything and try again I will reinstall 10 tonight and see what happens

should i try a clean install instead of upgrade? just went back to 10 and same problems are occurring
I upgraded from Windows 7 last evening and I've already started facing problems. Some of my previous applications don't run and what's more I can't even open the settings page. Every time I click on it, whether it's from the Start option, Search option or from the Notifications bar, it simply doesn't open. All I see is a flicker of the Settings window, which flashes for a second and vanishes almost immediately. Does it have something to do with the fact that I'm based in India and Cortana isn't available here yet? I want to roll back to Windows 7 but can't do it without opening the Settings page. Can anyone help me out?
Maybe your internet adapter is causing the computer to stay awake. Open Device Manager, right click your internet adapter under "Network adapters", click "Properties", go to the Power Management tab, uncheck "Allow this device to wake the computer", and click "OK".
