    Start menu Personalization Disabled

Had to try a few different methods to get the start menu not working problem to go away. Finally I had to go back to a restore point from just after the upgrade from Windows 7 to get the start menu to work again.

Now I try to turn back on the folders in Personalization > Start > Choose which folders appear on Start and the only one that is able to be toggled off and on is the Settings one. I want to turn most of them back on, but they are all locked to off.
I hope you can see what I mean if my words do not make sense in the attached screen capture.
I have spent the last 2 nights trying to google this various ways with no luck to find registry entries or anything else to try to fix this.

This probably has nothing to do with your problem, but...

    Is your Win10 install activated?

If you go to Personalization in the settings and go to the Lock Screen settings, can you change the picture? My only guess is that when you activated Windows, it forgot to change a setting granting you access to personalization features. (you can't change personalization settings if Windows is not activated)

finally, someone with the same issue as mine!!!!!!, apparently i've been researching about this issues for about 3days already...
it turns out it is from the Upgrade Migration issue, WIN7 -> WIN10 or WIN8.1-> WIN10

the useraccount data take a lot garbage and cache data from the prev OS...

    [WORKAROUND]
go to Settings -> Family & Other Users -> Add Someone else to this PC
then sign out, and try the new account, all the start menu settings for custom are now properly displayed
(optional) you can delete your old account but dont forget to transfer to files(Docs, Vids, Pics and etc)

    ...^_^

    P.S.
right now i still looking for the files that disables it, so we dont need to create or re-create an account

This is going to be an extremely last ditch try for me, I have made a new account and all works there. Tried that to try to compare what was different and couldn't find anything that stood out but the registry is so convoluted probably easily missed. The reason this is last ditch effort for me to do that because I have about 150 installed graphics design libraries that some of my software uses the my documents folders as storage for. I think this is because of windows security settings and saving such things in the Programs directory tree
