It will be fixed before then. It has been released to the Release Preview ring so it will probably be in the stable channel in a few days unless there are problems with it.
I was able to improve the reliability of Action Center on 1809 by copying these two files from 1803 and dropping them in 1809:

ActionCenterCPL.dll
Notifications are still showing up after a couple days of uptime without restarting explorer

Nope they're all enabled, still didn't stop the notifications from disappearing sometimes just from opening action center (could never get them back, only sometimes new ones) as well as all the buttons from the bottom disappearing. 3day 18hr uptime now and it's still working with the files from 1803
Have a similar problem on 1903. Some notifications bubbles are shown, some are not (only sound). The counter on the bottom is correct, but when you click it, the notifications panel does not show and the counter resets.
Background apps are on. Rebooting helps for a while, till the next sleep/wake up cycle.
The stranger thing is, when the problems occurs, and you have like 5 notifications. If you click the button, the panel does not show, but the counter resets like you have no new notifications. If you open Task Manager and kill ShellExperienceHost.exe and then click the notifications button (which is still zero), it goes back to 5 and the notification panel opens and shows the said 5 notifications.
PS: I was beginning to really like MS in the past years. Especially their change of mind for open-source software and how fast Windows 8/8.1 was working, but Win10 is getting slower and buggier by the (feature) update. Really disappointing....
