I want to ask please if there any way to hide the program icon and its name when alt+tab on Windows 10 (see the screenshot please):

It is pretty clear - when you press Alt-TAB. It then shows what movie you were watching (including the name) on VLC when your boss looked over your shoulder and you flicked back to Excel pretending to work.
As for how, I think it is a property of the program : Best way to hide a window from the Alt-Tab program switcher? - Stack Overflow so you'd have to recompile it yourself to hide this information.

The Title bars on the programs I have open get obscured by the next program IF they are all running as Maximized [Full Screen F11 is a different thing, gets rid of most of the toolbars to allow more view.]
Yes, but you will need to modify the Windows Registry, so, if you're comfortable with that, here goes:
In the Windows registry, navigate to Computer\HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer
right click on the Explorer key, hover on New > click on Key
name that new key MultitaskingView
now, right click on MultitaskingView key, hover on New > click Key
name that sub-Key AltTabViewHost
with AltTabViewHost highlighted, right click an empty space in the right hand pane, hover on New > click on DWORD (32 bit) Value
name that DWORD Thumbnail_icon_size hit Enter twice and give it a Value data: of 0 (default is 10)
(Enter the names and values exactly as you see them here!) (The affects are immediate, no need to reboot or restart anything)
(If you want to undo what you did, just delete the Keys you created)
Gosh. That worked perfectly.
I found Thumbnail_icon_size default was 0 not 10 but blimey - what a good trick!
