start up problem after installing windows 10

I had this happen randomly before on Windows 8.1 and my older laptop, turned off Fast Startup and it fixed my problem.

Only that I really wanted Fast Startup on my laptop at the time but my BIOS being pre-Windows 8 did not allow it without having a random boot problem very similar to the one you're describing above.
So, how did you resolve the problem?

It doesn't take me anywhere and when I restart PC the second time by pressing Power button it finally starts on the second trial.I get no error messages and Window Recovery Utility doesn't appear.
Ok, when your system is working hold shift and click restart in the Start Menu.

When in in recovery tool select:

    Troubleshoot >
    Advanced Options >
    Startup Repair

If you're still have the issues try some of the other options in the recovery tool (use common sense when picking).

Control Panel\Hardware and Sound\Power Options\System Settings I noticed this-Power Button Settings- Under whe n I press the power button-Hibernate. What if I change it to SHUT DOWN and maybe the PC will restart correctly?

Do you have the same behavior if you fully power down (flip the switch on the PSU or unplug if no switch) then power back up?

I am not sure what do you mean by this? When I turn computer off I am using power on startup menu. Left bottom part when you see window icon. Then PC is off. When I turn on PC I use Power button on my desktop( push it) so the computer starts, when it does I see what I already said Black Window with windows logo( blue collar) (I see some little circles roiling in circles and then they stop), nothing is happening, then I turn off PC using the power button on desktop, and turn on using the power button on desktop again, then when the PC boots ok. Could it be that some settings are not correct on Power Option, System settings? I have shot down settings check mark on Turn on Fast startup, Hibernate, Sleep Lock. Power Button settings are- When I press a Power Button- Shot Down.

Could the Hibernate mode doing this problem?

The power button definitely isn't the problem. Yes, definitely try disabling Hibernate. It will delete hiberfile.sys and hiberfile.sys is used to save information so that fast boot is possible. Fast boot is essentially hibernating.

I found easier solution , tell me if it is ok as well-
Holding shift while clicking shutdown (on your startup menu) also results in normal shutdown.I did that and my PC restarted just fine.

    Hello everyone!
I found this solution right here-
Hi, holding shift while clicking shutdown( that's from your start windows toolbar) also results in normal shutdown. The next time I rebooted my PC it did a fine job rebooting. Unfortunately, every time, I have to do this because Microsoft hasn't worked on that command well or not at all for Windows 10.
I hope that it is a solution?!
