You say you can navigate to the .exe's, correct? If so, where are they located?

The exe's for Office 2013 are located here:

    C:\Program Files\Microsoft Office 15\root\office15

i have other exe files on c: that won't show up as well, and exe files on other drives with the same issue

I'm trying to understand what you are doing, please humor me.

You had win 7, then you did an upgrade to 10 from within 7, correct ?
Then did you do a clean install of 10 after ?
