The computer was fully turned off every time. Somehow it gets restarted every 30 minutes after complete shutdown on Windows 10 but not 8.1.
I agree that it looks like a 10 glitch software issue. This is bizarre.

After doing more research I found out that a magic packet can start a shutdown computer with a signal from something else on your network or remotely from outside source. Going into Device manager and network adapters should allow me to uncheck magic packet problem. I read in Windows 8 it was changed from how it occurred in Windows 7. Maybe that explains why it doesn't happen when computer has 8.1 on it. Windows 10 may have changed back to how it worked with 7.
I will try to install 10 and change settings that have magic packet checked.

I'm getting the exact same issue!
Only on windows 10. Not a problem with 7.
I do have magic packet/WOL enabled as I like to do things via my tablet when upstairs or want to select movies for the TV.

Running with AS Rock z97 pro 3 board.

Are you going to disable magic packet/WOL to see if it solves problem?
After what time interval did computer start and was it always the same?
    Please advise if you try.
    Thanks

I may have found issue. Under hardware properties I opened Realtek PCIe GBE Family Properties. Box is checked that says allow this device to wake the computer.
Wifi adapter does not have box checked.
Does anyone know if this is possible problem before I try Windows 10 for third time?
I don't want to press my luck reinstalling 8.1 if it does not work.
This was the exact reason my computer would not stay asleep after upgrading to Windows 10. This box was checked during the upgrade process from 8.1. I unchecked box to wake computer and everything has been working great. Good Luck!

Did you upgrade once noticed problem and stay with 10 until you found solution?
I reverted twice to 8.1. I wonder If I should uncheck box before third attempt and hope upgrade keeps setting.
If not then I will uncheck after install.

Not sure on time scale yet. The first time, I thought I put in in sleep, so turned off before bed.
Come Down stairs in the morning and it's on, so shutdown again before work, and get a message off the wife to day I left it on.
I'll disable magic packet from bios first, then from OS.
But I'd want to keep this function on really, no point having a feature there which you can't use

    Thanks for the help

    JDS,

I stayed with Windows 10. I am one of those type of people that once I upgrade I give it at least a couple weeks for me to learn about it and see if I can live with the changes. So far I am liking it, but there are still some problems I am trying to work around.

I just installed 10 for third time this morning and I was correct that PCie or Wifi adapter was issue and it is a 10 software issue.
Go to control panel and device manager. Click on network adapters and on both PCIe and wifi uncheck allow device to wake computer.
On wifi I went further and on advanced settings disabled wake on Magic packet.
Computer is not starting up by itself anymore.
Windows 10 seems very stable and everything works well. Starts and shutsdown as fast as 8.1.
Upgrade seems worthwhile. I did like 8.1 but will get use to 10 as long as no other issues crop up.
