Have you tried creating a new user admin account, there are lots of people have similar problems fixed with a new user account.

I am having a similar problem. Currently Im unable to click and drag items into Notepad to open appropriate files like I could in all previous Windows versions. This is a newly built computer with a fresh Windows 10 install, not an upgrade. I tried the Shexview with no success. Is there a process to it? Disable, close everything, restart? I have 2 other problems that I tried to fix by creating a new user. I was able to create a new user with Administrative rights up until 2 days later when I tried to log in and it reverted me back to my original profile with no trace of the new one. Now when I try to create a new user, it demands a proper email address. I do not want to create a-WHOLE-nother profile (Xbox, microsoft, etc.) just so I can try and get a couple of features to work the way they should be. Either way, the whole, New profile thing only resolved the username problem, bt not the drag and drop issue.
Microsoft seems to have no fear in demonstrating how they were able to afford the free upgrades by using such ignorant, if not lazy, tech support.

Has anyone found any solution to this drag-n-drop issue?

The other two problems I had were as follows
    1. Username - When navigating File Explorer by my compiuter and trying to navigate by LAN, "Varxtis Foh" just shows up as "Varx"

    2. Search - Search query does not search "contains"
    Example: search "Tea"
Search results only pulls up result starting with Tea
    Will not search "MyTEAparty"

Right- click on the icon, hold, press escape key while holding right click. Try it now :)

Long thread here on the problem and lots of fixes, but the Esc key trick seems to be the best.

Dragging icons/files stops working on desktop and in explorer

After doing an upgrade from Win 7 to 10, I find that the drag & drop function isn't working. I've tried
the fixes found here and on several other forums but no joy. I got the download from MS which also
loaded the install files on a thumb drive. I then installed using the "save my files(upgrade)"settings.
    Anyone have any solutions?
Try checking your mouse driver in your Device Manager... I had the same problem everyone is talking about and found my driver to be wrong.... All functions worked correct after installing the right mouse driver... Good luck..
