Take Ownership of the folder it resides in and then run it as an Admin.

Did you try what I suggested? It runs on my Win 10 as do all of the COD games.

    Add_Take_Ownership_to_context_menu.reg

    download

If BLOPS is located in C:\program Files\Activision\BlackOps then take ownership of that entire folder. The run the executable file as an Admin.

I would then remove your program all parts of it and then re install it as there is something wrong with it. Maybe try using Revo uninstaller
