    Update: since I amended setting (which I never set in the first place) the cam has not come back on (by itself). Thanks to the help - it is greatly appreciated.

    I am trailing a copy of KasperskyTotal Security 2016. It has a built in web cam stopper. When activated it cannot operate without my switching.
