USB storage devices appear in file browser but cannot be opened

After the large recent update to Windows 10, my HP Pavilion dv7 laptop no longer will open USB storage devices like SD cards or USB harddrives.

The device is recognized and appears in the file browser, but when I try to open it, it is forever in the task of opening, the green bar at the top never quite reaching the end.

This is true of every USB storage device I have tried.

Have you tried checking Device Manager to see if it is showing any issues?

Yes. I did a troubleshooting check which turned up nothing. I also checked all drivers, and everything is up to date.

The USB storage device is recognized. And my USB mouse and game controller work fine.

It's just when I try to open USB storage devices and view what's on it, but this is with ALL USB storage devices. When I try to open it in file browser, it spends forever trying to open it.
