Seagate XM1441 1.92TB - does it mean 1.92TB after or before format?

i was wondering about theses obscure memory SSD's. are they measuring in decimal or binary? will i get 2tb and then it will format down to 1.92TB or will i get 1.92TB and format even lower?

Probably, because it lists as 1.92tb on the jacket

I presume that it's 1.92TB decimal, which windows will report as 1.79 TB. (Usual reason: in Windows, 1 TB = 2^30 = 1.074 decimal TB.)

if so why would they do this and how? i thought nand chips were always in Solid numbers binary
