I read this thread with great interest...:)
I just last night installed via network (ethernet) to my router on a new OEM Win10-Pro/64-bit system my HP 8600 Premium AIO. (This is an OEM Win10 system, not an upgrade.)
All I needed to do was d/l and run the latest Win10-compatible drivers from the HP site (release date Nov 2015).
It took all of 5 minutes (maybe less), with no muss or fuss.
Everything worked and continues to work just fine, both on the Win10 box AND on my two existing Win7 boxes: copy, fax, print and SCAN.
I did not need to install any additional apps from the MS App Store or from HP.
I wonder what the difference may be between our Win10 systems??
(I am using only a local account, but I doubt that matters?)
Did you install the full package (~118 MB, including bloatware) or just the "basic drivers"?
Just curious, in case I run into snags later....

First I installed the basic drivers, then I downloaded the full package. Niether worked, but the hp scan and capture app did the trick. Btw there still is no scanner listed in device manager under imaging devices?

FWIW, I've never seen the "scanner" listed as a separate device for the 8600 Premium on any of my 3 Windows 7 boxes and I don't see it listed under the Windows 10 devices, either (just the 8600 Printer and the 8600 Fax).
But the scanner worked and works just fine on all of them.
So I don't think it's Win10 quirk or bug.... At least it doesn't seem to be?:)

If you go to the start button that looks like a windows App
Click all Apps then scroll down to the S then scan click on that
You should then find your HP Model listed there.
Mine comes up HP Envy 4504 then Network
You can also right click that to send it to the start tile or click more and put a shortcut on your taskbar
Then next time you want to use it just click it and away you go
