Also, the pro/1000ct pcie card i bought has not helped the issue. So a new ethernet card is not working even tho it's a different brand.
is that an Intel card? Do you know the exact model?

I can confirm that stuttering exists — it's not that annoying anymore, but it is, even after all possible updates installed. It's not random but always linked to network stack/activity. There is no stuttering if network is down.

for me, it seems that Kaspersky Internet Security is the highest contributing factor for me. LatencyMon showing me afd.sys is a big one. ndis.sys, tcpip.sys... dxgkrnl.sys and nvlddmkn.sys as well. I think it's pretty clear that Chrome is involved in alot of my crackling, and uTorrent sometimes sets it off too. Currently have Kaspersky paused, and Windows Defender on instead... still crackling sometimes tho. But I uninstalled Kaspersky completely a couple days ago, and the latencies were much improved. I think I should blame Microsoft here. Something about how it handles tcp/ip in general, causing some hardware to "not get along", add in Kaspersky, which is probably quite aggressive in analyzing packets. I NEVER had this problem in Windows 7, and the Nvidia driver seems unlikely, as I recently upgraded from an old ATI card.

Here is a weird thing.. when running DPC latency checker (I know it's old, it's helpful in realtime bar view) with streaming music playing, all bars green. Stop playing network music, yellow bars. Play music again, green! wtf

I don't know what is happened, but some time ago stuttering just gone. I think MS just did something, I have not changed anything.

Just stop using obsolete software that can't work correctly with this OS.

    LatencyMon?
I suggest you stop being an asshole and answer politely

Yes, LatencyMon is your best choice, Mein Volk. You don't need any green/yellow bars, you have full statistics about latency for every driver or whatever executable.

    Hello there!
I had the same problem with DPC, lot of spikes around 350k etc... My chrome was lagging and youtube couldnt even play songs properly.
When i played any pc game i had to mute the sound, it was so bad.
Yesterday i did fix it. I used driver booster to update all my drivers (some of them were 3 years old), and then i disabled windows defender because i'm using other antivirus. After all of that, i restarted my computer.
When i opened chrome and started to listen to youtube everything was perfect, i did test my dpc and its around 530 - all bars are green, so i hope my problem has been fixed.
I hope this can help you, to fix your dpc latency.
    Good luck
