Then what is responsible for adding the properties sheet in your 1st screenshot?

Go to Apps & features. Scroll down the list, and look for Microsoft Mouse and Keyboard Center. Click it and Uninstall it:

Right click the Taskbar, and select Task Manager. Go to the Startup tab. Look for Microsoft Mouse and Disable it.
Then as stated, in Apps and Features, you can Uninstall it if you are not using it.

    Consider these:

    1) Reinstall Mouse and Keyboard Center.

    2) Right-click context menu keeps popping up in Windows 11/10
