    Keyboard only works AFTER logon

It has to be some service that is started too late. I have to use the onscreen keyboard to type in my password. After that, everything works fine.

Windows fully up to date. Build 19041.450
    Microsoft Wired Keyboard 600.
    Device Manager says no problems.

That is probably a USB connected keyboard and a problem I've seen is when it has been plugged into a USB 3 port on the computer. The BIOS usually has Legacy support for USB 2 but the Operating System has to load so as to get the drivers for USB 3 loaded before getting use of the ports. Try a USB 2 port [black center], USB 3 is the blue center.

USB2. The USB connectors next to the PS2 keyboard socket.
    Swapped mouse and keyboard around.
Rebooted twice, to give Windows a chance.
    No difference.

Haven't seen the PS/2 ports in awhile. One other thing to check is the BIOS setting for USB, may need to be set/Enabled for Legacy.

Weird. Turns out to have been keyboard.
Wouldn't wake PC from hibernate. Mouse did.
Responded to F2 to enter BIOS.
Once in BIOS, navigation keys didn't work. Mouse worked.
    Different keyboard works 100%.
