    Is this disk dead?

I have a Seagate SRD00F1 1Tb external drive. Diskpart doesn't see it, disk management of Windows 10 doesn't see it, EaseUS doesn't see it. Is this disk dead?

This happened when a power outage hit while CHKDSK was checking the disk. Can't get the disk to work ever since.

Possibly. Have you tried the obvious basics just in case:
    - different cable (if removable)
    - different USB port

Is there a power or activity indicator on it - does that show anything?

If still no joy, this might be of interest:

    - doesn't seem there's anything particularly breakable in the case.. but there should be a SATA/USB convertor (electronics).

    Is it still under warranty?

Remove and Test the Bare Drive

If none of the above options work, you should remove the drive from its external enclosure and test the drive on its own. The components that convert that SATA drive into USB can fail, meaning the drive could be just fine if you connect it some other way. If you have a desktop PC available, you can open it up and plug the drive directly into your motherboard.
If not, you can buy a new external SATA-to-USB adapter dock or enclosure, plug your bare drive into that, then connect that to your PC over USB. If it works, then your old enclosure (or its power supply) may be dead. If your drive still isn't recognized, you may have a dead drive. Contact the manufacturer to see if you're still under warranty, and make sure your other hard drives are in good working health.

If Chkdsk was interrupted in the middle of a scan then your File Table may be trashed, but the disk is still operational.

Can you hear/feel the drive spin up when it is plugged in?

First question before offering options: do you have user data on the disk you need to recover?

The disk is no longer under warranty. I had tried the disk on two different computers. Both couldn't recognize it.

The disk made a weak sound. It sounded like the disk was trying to start spinning but stopped immediately. It kept doing that, not sure for how long.

Well, that was yesterday. I just changed a cable and plugged in the disk to a laptop. The laptop recognized it but said one of the logic disk had problem and offered to scan it. So I did. After few minutes, the laptop said it found errors on the disk and asked if I wanted to repair it. Of course I said yes. It has been more than an hour since. the progress bar says zero progress. Seems it's going to take forever.

Plug in only your faulty drive and post a screenshot of Windows Disk Management as per the guidlines here.

Just checked the time zone setting. It is set correctly.

As far as disk management goes, it's not that complicated. Disk 3 has three logical volumes, H, I, and J, all healthy. That, however, cannot be trusted. As I went ahead and formatted I, the process went on until finally, it reported formatting not successful and the disk disappeared. It couldn't be seen by diskpart or diskmanagement. More on this later.

It makes it easier to help you if we can see a screenshot of Disk Management, expanded so we can see everything.
