"Safe to remove" USB notification bubble stopped appearing

    Version 1903, OS build 18362.720

This problem seems to come around every once in a while, and it's mystery that seems designed to infuriate users. One way they do this is fixing something that wasn't broken in the last version. Another way is hiding things.

Earlier today, my PC returned the "safe to remove" bubble above the system tray when I removed a USB drive. This evening, it's gone.

Last time this happened, it was a matter of turning off Quiet Hours, but that's been replaced with the mysteriously named Focus Assist, which doesn't make any difference (it's turned off). Neither does turning on Get Notification from Apps and Other Senders (it's turned on).

On gpedit.msc under User Configuration/Administrative Templates/Start Menu and Taskbar, "Turn off balloon notifications" is disabled.

There's a fix in a few places that references:
    HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Notifications\Settings\Microsoft.Explore r.Notification.{...}
but that folder doesn't exist, and the name noted (copied from some web page) isn't complete, so I can't create it.

This is something that should be easy to fix, but it's not.

    Please help? Thanks.

If you have Focus Assist enabled then notifications are disabled while it’s on, this includes the safely remove hardware notification bubble. The solution is to turn focus assist off.
Edit: I’ve noticed you say this is disabled, try this:
Step 1. Go to > Settings > Privacy

Step 2. App Permissions > Background Apps.
Toggle ‘Let apps run in the background’ switch to off.
Restart computer. (action center not showing previously or new notifications)

Step 3. Go back to the settings page, previously mentioned in step 1 and 2.
Toggle the ‘Let apps run in the background’ switch to on,
    as described in Step 2.
    Restart once again.

I was about to try your suggestion before I realized I had a second hard drive in my hotswap dock. When I removed it, the safe to remove balloon reappeared, and has several times since. I have no idea what I did (can't recall anything) but it's working for now.

However, I'll keep your suggestion handy in case it happens again. Thanks!
