Ok @geheim, I'm now one step closer.
For the inactive title bar to be RGB 24 131 215 go to [HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\DWM] and either create or modify if you have it
"AccentColorInactive"=dword:00d78318
or download this reg file and merge it:BlueInactive.zip
I'm still trying to see if there is a way to override the text color for those color hues on the right side of the slider(spectrum).
@geheim, if you can live with a "slightly" different shade of blue for the active window(the inactive is your RGB wish color), then you can get your black text, remember for the inactive titlebar color you need to see my last post.

geheim is looking for black text with a specific color blue in the title bar... and I'm looking for a way to override Windows making text white on the blue/violet side of the color scale.
