If you like, the .reg files in the tutorial above/below can do it for you.

Same situation on my HTPC : Automatic login, local account, "Login" screen configured for solid color background (configured with Settings), but "Beach" picture background forced on "Welcome" screen at PC startup (boot) or restart.
Finally, this registry tweak fixed it for me :
    1. Run regedit.
    2. In Registry Editor, go to following key:
    HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\System
    3. In right-side pane, create new DWORD DisableLogonBackgroundImage and set its value to 1.
    4. Restart your computer and it'll remove the background image from login screen.
(If you want to restore Login Screen background image in future, delete the DWORD DisableLogonBackgroundImage).
this is fantastic, i finally got rid of the beach pic. is there any way to use a specific picture in the welcome screen using the registry? i'd prefer it if it showed my current background instead of a plain color, though this is already way better than before. cheers

So I read this thread and the link. Like someone mentioned the link says that by now windows should have merged the lock screen and the start up screen. Mine isn't merged. I have been able to confirm this because when I tried to change the start up screen by changing the "lock screen" in settings it changed it to a different stock photo and is stuck as such yet when I hit win+L it shows the lock screen and the picture I set. Seeing as I'm on a PC I never use and in fact never before seen the lock screen until testing this. I would really like to know how to change the start up screen. I know this is an old thread but this is driving me crazy to the point that I made an account here just to see if my necromancy could conjure up an answer from the level 90 Windows Pros :)

Edit - I fixed it! :) Just in case this helps anyone this is what worked. First off I tried everything I could find on this forum about it. The file that I wanted to set was on my D drive. I copied it to a new directory on C opened it and used the photo program to "set as lock screen" then I re selected "show lock screen background picture on the sign in screen". I'm not sure if it was the movement from D to C or that I used the photo program to set it instead of browsing in the settings screen but it worked. Strange.

Fixed glitch with Windows 10 Login screen

I too used to have the the Windows 10 problem for months with the pre-logon screen (the screen with the time on the bottom left corner). It used to rotate photos, and then at some point it only started to show one photo, which just happened to be the worst of them (some gross green-water lagoon with rock outcroppings).

Modifying the Settings > Personalization > Lock Screen DID NOT work, no matter how much toggling I did, even trying slideshow workarounds, etc. I didn't want to go so far as to Regedit, so I looked for a different workaround.

Here's what worked for me for getting the same image unstuck and forcing Windows logon screen to show the image of my choosing:

    1) The default photos are located in this folder: This PC > Local Disk (C:) > Users > [YOUR USERNAME] > AppData > Local > Packages > Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy > LocalState > Assets

    2) These files have no extensions, so I narrowed down the image files by singling out the biggest ones (Sort File Size). To confirm that they were image files, I copied those and put in another folder, adding .jpg extensions. That's how I found the gross picture I hated. BEFORE deleting it though...

    3) Went into Settings > Personalization > Lock Screen and set the screen to the picture that I did want.

    4) Went back to the Assets folder and deleted the sonofab*tch.

    Restarted, and that was that.

    Hope this helps.
