W10 Personalization won't work on one of 2 ID's on same laptop

I upgraded from W7 to W10 recently. I have two ID’s on the same laptop. One functions fine and I can “Personalize” the desktop on it. However the other ID won’t allow me to “Personalize” the desktop. I right click on the screen and nothing appears. W10 is “Activated” on both ID’s. I have tried all of the downloads and setting-changes recommendations that I have seen on Google searches (including Microsoft, Tenforum, etc.) and none appear to work in this situation. I don’t want to create a new ID and then transfer all files to this new ID as someone else has suggested. Short of reinstalling W10 again is there any solution?

It might be worth comparing the two ID's. Please open a command prompt and enter the following command:
    wmic useraccount list full

Post back the results for your two IDs so that we can see if there are any differences.

A tutorial that explains this command in more detail is: https://www.tenforums.com/tutorials/3443-user-account-details-view-windows-10-a.html

Also you can enter the command: net localgroup administrators

This will verify all the administrators on your system.

    Hello again :)

Our time difference prolongs this exchange but thanks for posting your results. This tells me that you have the built in admin account which is disabled and your other two ID's are also admin accounts. The difference between them is that your ID beginning with B does not require a password but the other one beginning with C does. That is the only difference that I can see. I do not think it should cause the problem that you have reported but stranger things have happened with W10.

I do not know if it is ID B or C that is causing the problem. Let's assume it is B. Perhaps you could temporarily add back a password to this ID and see if it makes any difference?

One thing that interferes with personalisation in Windows 8* and 10 is a Microsoft account. Set this up on one machine, and it seems to propagate to all the others that you log in with. I don't fully understand this - if it is the most recent personalization change which affects all, but I know that the last Windows 10 machine I changed the desktop to this:
    Attachment 65225
has reset the screen to this on all my machines with a logon linked to my MS account. Is there any way to turn this default behaviour off?
