Why Can't We Use Video Clips As Desktop Background?

Back in the Windows Vista Ultimate days we had "Windows DreamScene" which enabled that feature.
Why has MS gone so plain looking over the years?
But then it's true to say Windows Vista Ultimate had so many features that are no longer existing.
I would welcome comments on this.

I'm guessing its for energy efficiency besides if you want to watch a video then run a media player.

There IS a way to use clips as a desktop.
I don't know how to do it, but I read about it 1-2 years ago.

I read that too but I don’t recall any explanation as to how.

I must have been using strange search parameters as now I see apps in MS Store to do just that, So I guess I answered my own quetion!!,
Also a Google search brings up varioue links and even some free ones.
I would imagine they use up system resources however.
