    Do a repair install.

Ask yourself, is it worth going through all this trouble just to have a screensaver ??

I rarely see my screensaver because there is only a 9 minute window before the screen goes black.

There's no set "best waiting time". It depends on your lifestyle.
For me 5 mins is good. A lot of people (that actually have a life), choose 20 mins.

It's just... whatever works best for you.

NOTE: The screen saver and the turn off display after so many minutes, work well together. One doesn't preclude the other. Depending on the times you choose, the display may shut off before the screensaver comes on, or visa versa, but that's due to the times you picked.

Another useful thing about screen savers, is that little check box that says: "On resume display logon screen"
You can use that to keep others off your computer. That way if you're gone and someone touches the keyboard or the mouse... the computer will auto switch to the logon screen, which will require a password or PIN or whatever you have set.

    It looks OK to me.
Is the screen saver NOT coming ON?

The screen saver won't come ON unless there is absolutely no mouse movement, and no keys being pressed.
As soon as the mouse moves at all the screen saver is supposed to shut OFF.

It could be your mouse, just picking up vibrations.
Especially if you have a very sensitive mouse.

Sometimes when I have the screensaver set... just walking by my computer desk is enough to cause the mouse to vibrate a bit. And I just have a $9 mouse, that's not at all sensitive.

Sometimes if the window air conditioner comes on... it's enough to vibrate the mouse.

I figured this out one day, by setting the screensaver to 1 minute, then tip toeing out of the room and watching from the door way.

I can't think of anything else.
