Win 8.1 image mapper ?

I have some Traveller sector maps I drew that I want to make into image maps to link to other parts of my site.

So I'm looking for a free 64-bit image mapper program for Windows 8.1. I'll be using png files.

( I've looked over around 50 web sites, including cnet and tucows, nothing found I can use. )

I changed search engines and found 'Handy Image Mapper'. So, success.
